Rita Woods
Rita is the new director of the Division of Consumer Access South in NCUA's Office of Consumer Protection. This office oversees the chartering and field of membership related activity affecting credit unions in NCUA's Regions III & IV. Rita's staff is responsible for processing field of membership expansion requests, charter conversion requests, new charter applications, requests for community charter actions, bylaw amendment proposals and low-income designation requests.
Originally a Atlanta, Georgia native, Rita joined NCUA during 1997 as a district examiner in the Atlanta, Georgia area. During 2000, Rita relocated to NCUA's Region III Office in Atlanta, Georgia and worked as an insurance analyst for 11 years. Immediately before assuming her new responsibilities, Rita was a consumer access analyst with NCUA's Office of Consumer Protection from 2011 through September 2012.
Robert Leonard

Originally a Syracuse, New York native, Rob joined NCUA during 1991 as a district examiner in the Boston, Massachusetts area. During 1995, Rob relocated to NCUA's Region I Office in Albany, New York and worked as an insurance analyst for 11 years. Immediately before assuming his current responsibilities, Rob was a program officer with NCUA's Office of Examination and Insurance from 2006 through 2010.
Paul Phillips
Paul is president/CEO of Freedom First Federal Credit Union, where he has served since 1998. Freedom First is a community credit union located in Roanoke, Virginia serving a three-county area having an estimated population of 360,000. The credit union has assets of $285 million and 42,000 member-owners, sixty-percent of whom are considered low/moderate income. Freedom First is designated a Low Income Credit Union by the National Credit Union Administration and a Community Development Financial Institution (CDFI) by the United States Department of the Treasury. As the largest CDFI in Virginia, Freedom First specializes in the area of sustainable finance and community development.
Pablo DiFilippi
Pablo is currently in charge of membership and consulting services for the National Federation of Community Development Credit Unions, a national, nonprofit association that represents, supports and invests in credit unions serving predominantly low-income, financially underserved communities. Pablo has more than 20 years of experience in community finance working with regulated financial institutions both in the domestic and international arena. Throughout his career, Pablo has implemented microlending programs in credit unions and provided advice, expertise and training to credit unions interested in meeting the needs of this specific target market. As the director of CU Breakthrough Consulting services, Pablo can tap in a vast network of field practitioners.
Originally from Chile, Pablo came to the US in the early 90s and almost immediately became involved in credit unions. After working at MCU, a large credit union serving New York city employees, he joined the Lower East Side People's FCU (LESPFCU) a credit union serving Hispanics and other underserved populations in the New York City area and acted as its CEO until early 2004. From then and until the end of 2005, Pablo managed the World Council of Credit Unions, Inc. (WOCCU)'s International Remittance Program (IRnet), a world-wide initiative to provide alternative remittance services to consumers both in the US and in recipient countries through the credit union system.
Currently, Pablo is associate director for the National Federation of Community Development Credit Unions (the Federation). Pablo is based at Credit Union National Association in Madison, WI, where he also acts as a liaison with CUNA, CUNA Mutual, CUES, Filene and other credit union organizations. Pablo serves on the boards of the LESPFCU and advisory board member of the Neighborhood Economic Development Advocacy Project (NEDAP) a resource and advocacy non-profit that seeks to promote community economic justice in New York City and nationwide. He is also board vice chair of the Network of Latino Credit Unions and Professionals (NLCUP), a newly formalized initiative that seeks to develop a platform for integration and dissemination of best practices and initiatives to bring credit union services to Latinos. He's also on the board of the Fair Remittance Alliance, an effort spearheaded by AppleSeed that seeks transparency and affordability in the remittance industry.
Amy Rapp
Amy most recently was the senior manager, Small-Mid Markets Group, SimpliCD sales director and the host and producer of the nationally recognized CU Essentials Monthly Web Cast Show at Western Corporate Federal Credit Union. During that 8 year period of time, Amy successfully created a national brand serving the small and mid-sized credit union market sector by creating very detailed and highly effective programs to assist credit unions in thriving during these challenging economic times. She now joins the National Federation of Community Economic Development Credit Unions as a consultant and will facilitate a new series of webinars designed to highlight the merits of the Low Income Designation, CDFI certification and secondary capital as well as other planned programming and educational efforts on behalf of the Federation.
