Valerie Moss
Valerie is director of compliance information for CUNA Regulatory Affairs in the Washington, DC office. Valerie works closely with CUNA’s Publications and Web Services Departments to deliver useful and accurate compliance information in a user-friendly format to CUNA’s members. She is the editor of both Credit Union Magazine’s Compliance Matters and CUNA’s e-Guide to Federal Laws and Regulations.
Nichole Seabron
Nichole is federal compliance counsel for CUNA Regulatory Affairs in the Washington, DC office. In this position, Nichole is responsible for maintaining CUNA’s “e-Guide to Federal Laws and Regulations” and responding to credit union compliance inquiries. She is responsible for editing and contributing to CUNA’s monthly “Compliance Challenge”, the online compliance newsletter presented in a Q&A format. Nichole has close to ten years of financial services experience (including three years with Navy Federal Credit Union) in areas such as Asset Management, Bankcard and Retail Banking.
Mary-Lou Heighes, CUCE
Mary-Lou has been involved in the credit union movement since 1989. She has been involved in all areas of credit union operations: general operations, marketing, collections, lending and compliance. She is a CUNA Certified Credit Union Compliance Expert (CUCE) and is president of Compliance Plus, Inc., which provides strategic planning, training, compliance and consulting services to credit unions. Mary-Lou was the senior research and information consultant for the California/Nevada Credit Union League for seven years and since founding her company in 2000, has provided training for credit unions and leagues around the country. Prior to her tenure at the league, she spent five years in the credit union trenches.
Bruce Jolly
Bruce, a former CUNA Washington counsel, has been involved in legislative and regulatory changes affecting credit unions since the 1980s. He was actively involved in truth-in-lending reform, electronic fund transfer rule implementation and a host of other mission critical rules and regulations. He has been a fixture in compliance training for credit unions, written on compliance topics extensively and recently formed Reed & Jolly PLLC with David Reed to make their combined experience readily available across the United States. He serves as outside counsel to the National Association of State Credit Union Supervisors and is admitted to the state bars of North Carolina, Virginia, the District of Columbia and Maryland. Bruce thinks the key to compliance training is to make the topic understandable using concrete examples of compliance concerns to illustrate the points being made.
Brian Lauer
Brian is an associate with the law firm of Messick & Weber,
P.C. His practice includes the representation of credit unions and credit union service organizations. After graduating college, he spent six years working in academic medical libraries, including Falk Library at the University of Pittsburgh and Galter Health Sciences Library at Northwestern University. He was also editor-in-chief of the Temple Journal of Science, Technology and Environmental Law and also clerked for Chief Magistrate Judge M. Faith Angell of the Eastern District of Pennsylvania. Brian is a member of the Bar in both Pennsylvania and New Jersey.
Judy Graham
Judy Graham began her career with the National Credit Union Administration as an examiner in Erie, PA in 1998. She is now a program officer in the Office of Examination and Insurance, concentrating on Bank Secrecy Act/Anti-Money Laundering issues and other areas of compliance. Before coming to NCUA, Judy was a special agent with the Criminal Investigation Division of the Internal Revenue Service for 14 years where she conducted criminal investigations of violations of the Bank Secrecy Act, including money laundering and structuring. During her time with the IRS, she completed a one year detail to the Financial Crimes Enforcement Network (FinCEN), the agency which oversees all Bank Secrecy Act regulations. She has served as a member of the Federal Financial Institutions Examination Council (FFIEC) Bank Secrecy Act/Anti-Money Laundering Workshop rewrite group for the past four years.
Julie Hadley
Julie is a compliance project officer with FinCEN’s Office of Compliance. In this position she works to better ensure industry compliance with the Bank Secrecy Act through supporting, overseeing, and working in partnership with the agencies and organizations directly examining financial institutions for Bank Secrecy Act compliance. Prior to joining FinCEN, Julie was a commissioned bank examiner with the Federal Deposit Insurance Corporation.
Rhonda Whitley
Suzanne Yashewski
Suzanne is the vice president of regulatory compliance & legal affairs, and she has served as legal counsel for the Texas Credit Union League (TCUL) since 2001. With her legal background, Suzanne assists credit unions in understanding complex legal and regulatory compliance issues through TCUL’s Information Central. Information Central offers a hotline for all credit union staff, a compliance newsletter, a compliance web site, an online compliance manual, training, and more. Suzanne also serves as a credit union advocate in the regulatory process as well as legislative process.
Prior to working with credit unions, Suzanne practiced employment law. She is a member of the State Bar of Texas and its employment law section, the American Bar Association and its credit union committee of the business law section, and the Austin Bar Association and its financial institutions section.
Thomas Maddox
Thomas is a detective in the Financial Crimes Section, Forgery Detail with the Las Vegas Metropolitan Police Department. He is assigned to the Financial Property Crimes Bureau’s Fraud unit and currently assigned to the Forgery unit, Major Case Squad.
Thomas served in the United States Air Force as a Crypto-logical Linguist Language Analyst working at the National Security Agency (NSA). He is a 9-year veteran with Metro Police having served in Corrections, Patrol, Community Orientated Policing (COP), and Southwest Area Command (PSU) after graduating from the corrections and police academies.
Carol Van Cleef
Carol is a partner at Patton Boggs, LLP. She represents financial services companies and other clients in federal and state regulatory, compliance, and enforcement matters, including anti-money laundering (AML), electronic payments, federal deposit insurance, and other bank regulatory issues. She counsels banking organizations, credit unions, securities firms, insurance companies, finance companies, money service businesses (MSB), and hedge funds, among others.
Carol regularly advises clients on compliance with the USA Patriot Act, the Bank Secrecy Act (BSA), and Office of Foreign Assets Control (OFAC) regulations. She assists clients in developing, reviewing, and enhancing BSA, AML, and OFAC compliance programs. She also works with clients in analyzing implementation of their automated BSA/AML compliance solutions, addressing enforcement actions and preparing for regulatory examinations and independent compliance reviews.
Carol, a certified anti-money laundering specialist (CAMS) also works closely with the Money Transmitter Regulators Association and the National Association of State Credit Union Supervisors. She is an active member of NACHA’s Council for Electronic Billing and Payment.
Michael Dondarski
Michael has been a member of the compliance, outreach and implementation team at the Treasury Department’s Office of Foreign Assets Control (OFAC) since 2008. In his capacity as a compliance officer, he has advised on thousands of inquiries on both in-process transactions and general questions on compliance with OFAC's economic sanctions programs. In addition to providing daily consultation to financial institutions and international trading entities, his other responsibilities include identifying and referring violations to OFAC Enforcement, speaking at outreach events and participating in discussions with the financial services community.
