The House is expected to consider H.R. 2157, the Supplemental Appropriations Act of 2019 and H.R. 986, the Protecting Americans with Preexisting Conditions Act of 2019.  The Chairwoman of the House Appropriations Committee is expected to offer a “manager’s amendment” to the supplemental appropriations bill to extend the expiration of the authority of the National Flood Insurance Program from May 31 to September 30, 2019. 

The Senate will resume consideration of Joseph F. Bianco, of New York, to be United States Circuit Judge for the Second Circuit. 



  • The Senate Banking, Housing and Urban Affairs Committee will hold a hearing: "Privacy Rights and Data Collection in a Digital Economy." 
  • The Senate Appropriations Committee Subcommittee on Subcommittee on Financial Services and General Government will hold a hearing: “Review of the FY2020 Budget Request for the Federal Communications Commission and the Federal Trade Commission.” 


  • The Senate Foreign Relations Committee will hold a hearing: "Review of the FY 2020 USAID Budget Request." 
  • The House Committee on Financial Services Subcommittee on Housing, Community Development, and Insurance will hold a hearing: “A Review of the State of and Barriers to Minority Homeownership.” 
  • The House Committee on Energy and Commerce Subcommittee on Consumer Protection and Commerce will hold a hearing: "Oversight of the Federal Trade Commission: Strengthening Protections for Americans' Privacy and Data Security." 
  • The House Committee on Financial Services will hold a full committee markup of pending legislation. 


  • The House Committee on Ways and Means will hold a hearing: “Understanding the Tax Gap and Taxpayer Noncompliance.” 


*** Possible subcommittee markup in the House Appropriations Committee of the State, Foreign Operations, and Related Programs Appropriations Act for Fiscal Year 2020
